SAPAC Completes the National Center for Measurement and Calibration Building to the Highest Standards

SAPAC (Pan Kingdom Saudi Company) has successfully completed the construction of the National Center for Measurement and Calibration, demonstrating a high level of efficiency and professionalism. The project is among the new initiatives of the Saudi Standards, Metrology and Quality Organization (SASO) and is scheduled to be inaugurated this evening by the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al Saud. The inauguration coincides with the launch of the Second Quality Forum and its accompanying exhibition, organized by SASO, as well as the unveiling of the organization’s Vision 2020.

Sulaiman bin Saleem Al-Harbi, Chairman of the Board of Directors of Pan Kingdom Saudi Holding Company, affirmed that the generous royal patronage of the organization’s projects represents a continuation of the strong and sustained support extended to the authority, as well as to the private sector in the Kingdom. He stated that the company takes pride in executing the National Center for Measurement and Calibration project in accordance with the latest international standards.

Al-Harbi added that, on his own behalf and on behalf of all company employees, he extends a warm welcome to the patronage of the Custodian of the Two Holy Mosques for the inauguration ceremony of SASO’s new development projects and the opening of the Second Quality Forum. He also expressed the company’s sincere appreciation to the authority for placing its trust in SAPAC to carry out these important projects.

He noted that the inauguration of the National Center for Measurement and Calibration, along with the General Materials Laboratory, will contribute significantly to supporting commercial and industrial activity in the Kingdom, localizing technology, and ensuring alignment with international standards—an objective consistently emphasized by the government of the Custodian of the Two Holy Mosques.

For his part, Musallam bin Saleem Al-Harbi, Chief Executive Officer of SAPAC and the main contractor for the project, stated that the National Center for Measurement and Calibration was implemented in accordance with the most advanced specifications. He explained that the project covers a built-up area of approximately 5,300 square meters, including a services building with an area of about 225 square meters, in addition to a guard room and a tank with a combined area of approximately 400 square meters. He added that the total site area of the project is 11,000 square meters.

Al-Harbi emphasized that the newly constructed building represents an addition to SAPAC’s record of achievements and a valuable asset for the authority, as it includes multiple laboratory facilities, such as laser laboratories, materials laboratories, and others.

SAPAC is considered one of the Kingdom’s distinguished Saudi contracting companies. The company was established more than 29 years ago, in the early 1980s, during a period when the construction sector was experiencing a slowdown. Contrary to expectations and despite the challenges of that era, SAPAC emerged strong and financially stable, unaffected by the downturn. On the contrary, the contracting sector propelled the company forward toward achieving its goals at a time when accomplishments were scarce. The company was founded on solid principles, characterized by self-reliance, and supported—after the grace of God—by the backing of the Kingdom’s leadership and a culture of tireless dedication.

SAPAC has since played a vital role in constructing bridges, roads, universities, hospitals, infrastructure projects, and sewage networks, among many others. It was not merely a witness to the Kingdom’s entry into the new millennium, but rather one of the key contributors to the development and advancement of the Saudi construction sector.

Today, after more than 29 years, SAPAC’s projects are spread across the Kingdom through its 16 branches, standing as a testament to its achievements. The company strives not only to meet client expectations but to exceed them. Despite the recognition it has received, SAPAC believes it can achieve even greater success and is committed to maintaining its position as one of the leading contracting companies in the Kingdom.

SAPAC operates across a wide range of sectors, including residential, administrative, educational, and hospital buildings, as well as the construction of roads, bridges, tunnels, water networks, sewage systems, pumping stations, and mechanical and electrical works. The company is classified in seven contracting fields, three of which are Grade One, in accordance with the Saudi Contractors Classification System, including buildings, roads, sanitation, and stations.

These achievements would not have been possible without SAPAC’s highly professional, cooperative, and dedicated workforce. The company continuously invests in developing employee skills through regular training and ongoing encouragement, while celebrating cultural diversity among its workforce, which exceeds 6,600 employees. SAPAC also owns a large fleet of equipment serving all its activities, including more than 3,000 pieces of heavy machinery, enabling the company to execute complex and large-scale projects using advanced technologies.

Building on its extensive experience in major and complex projects, Pan Kingdom National Construction Company was established in 2007. In a short period, the company undertook several projects, including the Al-Ahillah Commercial Center, a unique development providing accommodation and comfort for pilgrims. It also executed several vital projects along the western coast of the Kingdom, including hospitals, educational and administrative buildings, and water and sewage networks.

Specializing in the construction of all types of buildings, drinking water and wastewater plants, treatment facilities, and groundwater level reduction systems, the company has become one of the Kingdom’s leading firms by applying the highest international standards and embracing effective teamwork.
